Ms. Schubert represents full-service and specialized health care service plans, medical groups, and other managed care organizations in California and in several other states. She has extensive experience with licensure and regulatory filings, HMO operations and compliance. Ms. Schubert served as Vice President and Counsel for Foundation Health Systems from 1992 to 1998, providing legal services to affiliated HMOs, medical groups, hospitals, and other subsidiaries. From 1985 to 1992 she served as Lead Counsel and Senior Corporations Counsel in the Health Plan Division of the California Department of Corporations (now California Department of Managed Health Care), and as a Senior Staff Attorney for the California Department of Developmental Services from 1978 to 1985.
